2nd column: "...there are a certain number of trees that need to be removed"

5th column: "...figure out the number of trees that need to be replaced"

I was thinking primarily of the omission of the infititive (as classic Shelbyism which has bothered me for years!). But the lying/laying question is a good one to be considered as well. Even after reading the link that you posted, J in VA, I'm still not confident about which verb is the correct one.

But I do also think it's funny how the headline would seem to suggest a hard copy of the Board's meeting agenda with some dying tree branches and dog poop resting thereon. :-)

Just this past weekend, I explained this same grammar oddity to my sister in Michigan who claims I talk like an Ohioan. The 'need replaced' or the phrase I used to hear often 'needs done' I have been attributing to the Canton area & friends I had from there. Who knew it started in Shelby?!
